When you try to add a local user by using the User Accounts tool in Control Panel, you may receive an error message that states that the user cannot be added because the group in which it is being created cannot be found. This symptom may occur if all of the following conditions exist:
- The Multilingual User Interface (MUI) Pack is installed on your Windows XP Professional-based computer.
- Your computer is a member of a domain.
- You are using a non-English user interface language.
: The exact error message you receive may vary depending on the language you are using when you receive the error message. The error message is generated in the language that you selected. Because translations vary slightly, this article cannot provide the exact text of the error message.
This problem occurs because the method that is used by the User Accounts tool causes a name conflict. The name conflict occur because the User Accounts tool is looking for a localized group name rather than the English spelling of the group name. The issue is specific to the two default choices that are listed, "Standard user" and "Restricted user".

The "Hotfix download available" form displays the languages for which the hotfix is available. If you do not see your language, it is because a hotfix is not available for that language.
The English version of this fix has the file attributes (or later) that are listed in the following table. The dates and times for these files are listed in coordinated universal time (UTC). Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Windows XP Service Pack 1.
To work around this problem, use either of the following methods.
At the "What level of access do you want to grant this user" screen, click Other
