SYMPTOMS

If the network connection to your proxy server is disconnected, browsing does not work, and this behavior is expected. However, after the initial failure, you cannot browse for up to 30 minutes. This may occur although you have re-established a connection to your proxy server.

CAUSE

This problem may occur after Internet Explorer adds your proxy server to the bad proxy list. A proxy server is added to the bad proxy list when Internet Explorer cannot connect to the proxy server. After a server is added to the bad proxy list, Internet Explorer does not retry it for 30 minutes.

RESOLUTION

Warning Serious problems might occur if you modify the registry incorrectly by using Registry Editor or by using another method. These problems might require that you reinstall the operating system. Microsoft cannot guarantee that these problems can be solved. Modify the registry at your own risk.
After you apply the appropriate fix for your version of Internet Explorer, you can set a custom-retry interval for bad proxy servers under the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings
Create a BadProxyExpiresTime DWORD value in this key, and assign a value of 0, 1, or another number to this value. Note that these values are in seconds.

Internet Explorer 6

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Windows XP Service Pack 1.
