During a Remote Installation Services (RIS) installation operation, Setup may stop responding at the "Setup is Starting Windows" screen.
This issue may occur if there is a video initialization problem. This is the point at which Setup switches into a graphic mode, and if the video is not initialized properly, your system may stop responding.NOTE
: The video initialization issue occurs if the resources for PCMCIA overlap a range that the video driver needs to correctly initialize.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Microsoft Windows 2000 Service Pack 4.
