SYMPTOMS

Windows HTTP Services (WinHTTP) may not connect through a proxy server if proxy auto-configuration is used for Microsoft Internet Explorer connectivity in Microsoft Windows XP.

CAUSE

This issue occurs because WinHTTP does not read the location for the auto-proxy configuration file (.pac file) string that is located in the registry. The Internet Explorer automatic configuration script file writes the string to the registry.

The automatic configuration script file contains the string that WinHTTP has to reference. The following is a sample string:
AutoConfigJSURL=http://www.mysite.com/proxy.pac

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time item in Control Panel.
