Symptom

On Microsoft Windows 7, Microsoft Windows Vista, Microsoft Windows Server 2008 R2 and Microsoft Windows Server 2008, when you ping another host on the network and receive a failure result such as "Destination Host Unreachable," you may receive a statistic report that shows 0% packet loss, despite none of the packets having reached the host successfully. 

Cause

This is a known issue in Microsoft Windows Vista and Microsoft Windows Server 2008.
